Proposition 14
Stem Cell Research Institute Bond Initiative
A YES vote would support issuing $5.5B in general obligation bonds for California’s stem cell research institute and change the institute’s governance structure and programs.
A NO vote would oppose the new bond and the program would run out of funding from 2004’s Prop 71.

Proposition 15
Tax on Commercial and Industrial Properties for Education and Local Government Funding Initiative
A YES vote would support amending the California constitution to tax commercial and industrial properties (except commercial agriculture) at the fair market value, rather than purchase price.
A NO vote would oppose amending the constitution, and continue to tax commercial properties at their purchase price with an annual increase tied to inflation.

Repeal Proposition 209 Affirmative Action Amendment
A YES vote would support a repeal of Proposition 209 (1996), which prohibits the state from discriminating against or granting preferential treatment to persons on the basis of race, sex, color, ethnicity, or national origin in public employment and public education.
A NO vote would oppose repealing Prop 209, and would continue to prohibit the state from granting preferential treatment based on race, sex, color, ethnicity, or national origin in public employment, public education, and public contracting.

Proposition 17
Voting Rights Restoration for Persons on Parole Amendment
A YES vote would support a California constitutional amendment to allow people on parole for felony convictions to vote.
A NO vote would oppose a constitutional amendment, and continuing to prohibit people who are on parole for felony convictions from voting.

Proposition 18
Primary Voting for 17-Year-Olds Amendment
A YES vote would support a California constitutional amendment to allow 17-year-olds who will be 18 at the time of the next general election to vote in primary elections and special elections.
A NO vote would oppose the constitutional amendment, and continuing to prohibit 17-year-olds from voting.

Proposition 19
Property Tax Transfers, Exemptions, and Revenue for Wildfire Agencies and Counties Amendment
A YES vote would support a state constitutional amendment to change how property tax transfers are made, including transferring to more expensive properties and taxing non-principal residences at market value.
A NO vote would oppose the amendment, continuing the existing tax rules including tax rates based on purchase price for inherited homes even if they are not principal residences.

Proposition 20
Criminal Sentencing, Parole, and DNA Collection Initiative
A YES vote support changes to criminal sentencing laws, including adding crimes for which early parole is restricted and collecting DNA samples for state and federal agencies.
A NO vote would oppose these changes to criminal sentencing laws.

Proposition 21
Local Rent Control Initiative
A YES vote would support replacing the Costa-Hawkins Act and allow local governments to enforce rent control except on housing occupied in the last 15 years and units own by persons that own no more than two housing units.
A NO vote would oppose replacing Costa-Hawkins, and continue to prohibit local governments from enforcing rent control laws on units occupied since 1995 and housing units with distinct titles.

Proposition 22
App-Based Drivers as Contractors and Labor Policies Initiative
A YES vote would support overriding Assembly Bill 5 and define app-based drivers as independent contractors instead of employees.
A NO vote would oppose overriding Assembly Bill 5 and continue to consider app-based drivers as employees or contractors based on AB5 rules.

Proposition 23
Dialysis Clinic Requirements Initiative
A YES vote would require dialysis clinics to: have an on-site physician while patients are being treated; report data on dialysis-related infections; obtain consent from the state health department before closing a clinic; and not discriminate against patients based on the source of payment for care.
A NO vote would oppose making these changes to chronic dialysis clinics.

Proposition 24
Consumer Personal Information Law and Agency Initiative
A YES vote would expand the provisions of the California Consumer Privacy Act of 2018 (CCPA), create the California Privacy Protection Agency, and remove the ability of businesses to fix violations before being penalized for violations.
A NO vote would oppose expanding the state’s consumer data privacy laws or creating the Privacy Protection Agency to enforce the state’s consumer data privacy laws.

Proposition 25
Replace Cash Bail with Risk Assessments Referendum
A YES vote upholds Senate Bill 10 (SB 10) from 2018, which will replace cash bail with risk assessments for detained suspects awaiting trials.
A NO vote repeals Senate Bill 10 (SB 10), keeping in place the use of cash bail for detained suspects awaiting trials.
